Hi,

Had this issue too, it can be caused by a missing certificate. You can easily check that using the mmc snap-in.

For me, it was caused by the proxy server setting specified in Internet Properties (inetcpl.cpl) as our client's site require proxy for Internet access.

After unchecking "Bypass proxy server for local address", clicking "Create report" button would not return the error anymore.
